Using a two-stage desk review, the study analysed Zambia’s public transport laws, policies, and case studies from the UK and Ghana to draw lessons. Findings revealed weak integration of public transport in national plans, unclear institutional leadership, and overlapping mandates. Recommendations included appointing a lead institution, strengthening legal frameworks, resourcing local councils, prioritising transport strategies in development plans, consulting stakeholders, and integrating intermodal infrastructure in road projects. The paper highlights challenges such as resource constraints and resistance to change.
