The COVID-19 pandemic exposed vulnerabilities in Zambia’s transport and logistics sector, amplifying operational challenges such as delays, increased costs, and congestion due to mandatory health screenings and quarantines. This ZIPAR study investigated the pandemic’s impact through desk reviews, stakeholder consultations, and firm surveys. Key findings revealed significant revenue losses (74% of firms), reduced working hours (44% of firms), prolonged customs clearance times, and increased operational costs, particularly from stringent regulations and inadequate infrastructure. However, the crisis accelerated digitalisation, with 75% of firms adopting online customs pre-clearance processes. Recommendations included enhancing transport and logistics infrastructure, investing in digitalisation, building financial resilience, and fostering collaboration among stakeholders. These measures aim to mitigate future disruptions and strengthen sectoral resilience.
